SystemTime structv0.1.0

Source
Win32's SYSTEMTIME: a broken-down date and time, one field per component.
pub struct SystemTime {
    // private fields
}

Whether it is UTC or local time is decided by the call that filled it, not by the record — GetSystemTime gives one and GetLocalTime the other, and nothing here distinguishes them afterwards. The fields are private: Rux/Time is the calendar interface, and this exists so a Win32 signature can name the record it takes.
